The first time he sees the facility at Flat Holm he is still grieving. 

Just days into his suspension, Jack offered him the chance to help those returned by the rift.  Later, he hopes that his impressions of the hospital were coloured by grief and that it is not as drab and dreary as he remembers. 

When he visits again, though, he sees that the opposite is true:  it’s even more desolate and depressing than he remembered.  But here he can do the things he had wanted to do for Lisa.  New paint, fresh flowers and it becomes almost bearable.

I like the thought behind this. Ianto finding a way to help others the way he wanted to help Lisa. I also adore the idea of Jack taking Ianto to Flat Holm during his suspension. And you used very fitting words for Flat Holm without repeating yourself. Nice!
