Summary: This was written for the “Damn, Your Fandom Is Good At What You Do Fest”, hosted by
leupagus. This is in the form of a treatment plan written by Owen, regarding Janet. This is one of the reports that I write on every child I work with and this was supposed to be funny, but it didn't quite work out that way. (And yes, I’m supposed to be working on my NaNo project. This just happened.)

Appraisals of Needs and Services Plan
Client Name: “Janet” because Barbara just seems wrong.
Date of Birth: Unk.
Age: Unk. Also a redundant question, since I just stated I don’t know the birth date.
Gender: Female.
Species: Weevil
(Licensing regulations require that an appraisal of needs be completed for specific clients to identify individual needs and develop a service plan for meeting those needs. If the client is accepted for placement the staff person responsible for admission shall jointly develop a needs and services plan with the client and/or client’s authorized representative referral agency, social worker and/or other appropriate consultant. Also that the referral agency/person inform the licensee of any dangerous tendencies of the client.)
BACKGROUND INFORMATION: (Brief description of client’s medical history/emotional, behavioral, and physical problems; functional limitations; physical and mental; functional capabilities; ability to handle personal cash resources and perform simple homemaking tasks; client’s likes and dislikes.)
Janet is a female Weevil of indeterminate age. She was captured in the greater Cardiff area after while she attempted to bury a deceased young weevil, assumed by Captain Jack Harkness to be her child. (Harkness did not, of course, think to retain the body of this youngster, making any sort of DNA testing impossible). The absence of tracking devices would indicate that this is Janet’s first capture and a lack of relevant data regarding this species makes any comparative analysis impossible.This plan is being written under protest—we never knew this form existed, let alone used it, before Teaboy ended up with too much time on his hands and started insisting on proper documentation for the archives. Since Jack refuses to let us set Ianto up with a Dalek, we’re all too busy filling out forms to do our actual jobs. --This is your actual job, Owen. And there will be no setting anyone up with any aliens around here without my direct involvement.--CJH
SOCIALIZATION – (Difficulty in adjusting socially and unable to maintain reasonable relationships.)
Needs: Janet has had difficulty making new friends, as she tends to growl at everyone.
Objective(s): 1. Janet will appropriately greet visitors. 2. Janet will not scare the piss out of newbies.
Plan: 1. At meal times, Janet will be fed only when she has ceased growling and moved towards the back of her cell. 2. Janet will be exposed to a variety of human visitors (who will be retconned, if necessary) and will receive treats for appropriate interactions.
Time Frame: 6 weeks.
Person(s) responsible for implementation: Jack Harkness.
Method of Evaluating Progress: Janet will decrease her growling. The next person Jack decided to take on the guided tour of Torchwood will not be intimidated by Janet, so that the rest of us can have some fun and scare them ourselves.
EMOTIONAL – (Difficulty in adjusting emotionally.)
Needs: Janet was captured while burying an infant. This behavior indicated that she is capable of compassion, empathy, and grief. At this point she would appear to be in the depression stage of grieving, although being isolated and confined is likely exacerbating these symptoms. Having no information regarding the social and familial ties typical to Weevils, it is impossible to determine if she is also grieving the loss of a mate or other significant relationships.
Objective(s): Janet will move on emotionally from her loss and appear less depressed.
Plan: Damned if I know. We can’t expect her to heal if we keep her locked up alone, but we can’t risk releasing her back into the sewers. Bringing in additional Weevil may help, but without a better sense of their social structure, it could make things worse. She hasn’t made any discernible emotional attachment with any of the other residents or staff, although we have not exposed her to the juveniles of any species. I suppose we could try giving her a doll or at least something soft to cuddle with—the blank cell is almost certainly causing more harm than good.

Method of Evaluating Progress: Observation.
MENTAL – (Difficulty with intellectual functioning including inability to make decisions regarding daily living.)
Needs: Testing is on-going to determine Janet’s level of intellectual functioning. Our best estimate is that she is functioning at the level of a 3-4 year old human child, but this scale is of dubious value when dealing with non-human species. We have seen no evidence of expressive language skills, although she does demonstrate good receptive skills. Jack hypothesizes that Weevils have a low-level telepathic field, which could account for the lack of expressive verbal language, but the lack of anything approximating human vocal folds is a more likely cause.
Objective(s): 1. Janet’s level intellectual functioning will be accurately assessed. 2. Janet will learn to express herself through non-verbal methods.
Plan: We’re all going to learn baby sign-language! Janet will be taught the signs for basic needs (food, water, toilet, etc.) through repetition. Janet will receive positive reinforcement for attempts at mimicking signing and any needs expressed through sign will be met immediately.
Time Frame: 6 months

Method of Evaluating Progress: Janet will learn to express her needs through signing.
PHYSICAL/HEALTH – (Difficulties with physical development and poor health habits regarding body functions.)
Needs: Janet seems to be healthy, although she could use extensive dental work.
Objective(s): Janet will remain in good health, whatever that means for a Weevil.
Plan: I refuse to get close enough to her mouth to work on her teeth. Otherwise, we’ll keep feeding her and see what happens.
Time Frame: I’ll answer this once we determine the normal life-span for a Weevil.
Person(s) responsible for implementation: Jack insists this is me. Apparently, this is “exactly the sort of thing” he hired me to do.
Method of Evaluating Progress: As long as Janet is still alive, I think we’re doing alright here.
FUNCTIONING SKILLS – (Difficulty in developing and/or using independent functioning skills.)
Needs: Janet was wearing one of the coveralls we left out for the Weevils, so it does appear she can at least dress herself. She has mastered toileting, much to everyone’s delight, and is making significant progress in learning to bathe herself, much to Ianto’s delight.
Objective(s): Janet will master self-care tasks, such as bathing and grooming, and become less dependent on her caretakers.
Plan: Janet will be taught self-care tasks on a daily basis and will be rewarded for attempts to complete these tasks on her own.
Time Frame: 6 months.
Person(s) responsible for implementation: Ianto Jones. He has plenty of free time to devote to a new project.
Method of Evaluating Progress: Janet will require less direct, physical care and have more time available to work on other goals.
